Please visit license branch with your original CNIC and original license. They will take from you the additional license fees from June to December, 2022 and will issue the license for 3 or 5 years.
In Karachi, due to Corona Virus, the Driving License Branches are giving Online Pre-Appointment / Token on their following link:-
On your appointment / token date, please reach the counter at License Branch on the given time. You will receive your fresh license through courier service within seven days.

I had my learning driving license issued In February 2008 and that had expired in February 2009 from Korangi Br, Karachi
Wanted to know if i can go for permanent driving license or would i have to get new learning driving license and wait for 42 days to get the permanent one

Generally, the learning license is issued for one year. From 2009 a long time has elapsed and, therefore, you will have to apply for a fresh learning license. After 42 days of issuance of license, you can apply for a permanent driving license. Learning license fee is between 100/- and 150/- only.

Please visit the license branch with photocopy of your lost license and original CNIC. If you don’t have photocopy or the number of license, you can show only CNIC to them. From your CNIC number, the staff of license branch will easily search your license number in their computer.
Although, your license is expiring in February-2023, the license branch will renew your license for 3 or 5 years with a new expiry date.
